Future Operating Strategy for Signalling and Control in Network Rail

OCP was asked to support this early stage programme which was responsible for planning the development and implementation of new signalling and control technologies across the UK rail network.  Network Rail needed to develop strategic options and we were invited to challenge the content of, and the assumptions underlying, the programme plans to ensure they had developed a strong, cross-functional view of the target operating model.  

We provided programme managers with experience in large scale change programmes in demanding people / industrial relations contexts to support the Programme Lead.  Our work included, for example, examining different scenarios and mapping the likely consequences over time for the workforce that would be impacted by the investments in new signalling and control centres.  Based on this approach, the Programme Lead was able to demonstrate that this early stage preparation was sufficiently ambitious, yet based on realistic change programme assumptions.  

As a result, the programme successfully secured investment authority to cover the required £12.7m development budget.
